Bugs would need to be fixed everywhere.Valve's system for Steam layouts is half-finished and lazy and would need a LOT of work to make it appropriate for the workshop and I don't see it getting any love anytime soon. It's a very old unloved system of skinning, it's prone to breakage and it's buggy as hell. I would LOVE for skins to be in the workshop, but realistically I don't see it ever happening. All of the currently popular skins push the skin system to its limits with many many hacks and tricks to make it do what it isn't meant to do. It is buggy as all hell, there is a hugely significant portion of the skinning system that was built specifically for the default skin with no way to change this. There has been functionality removed for security (Like no longer being able to create URL Labels, as it was open to abuse by replacing links with links) The skin system has received almost no changes since it came over with the 2010 UI Update. Multiple reasons, my first is that I have a strong hunch that skinning the client will be removed as a feature in the next big client overhaul.
